1. Job Purpose

Responsible for the safe operation of a shift on a Clinical Unit.

Responsible for the delivery or supervision of nursing care on the unit. Act as first line manager to effectively plan activities and supervise a designated team of Care Officers. To ensure the requirements of care plans are met and that standards of care practices are adhered to.

The Nurse Shift Leader will make an active contribution to the success of the Centre, working closely with others and using the social care model to provide the highest standards of care and education, building and maintaining appropriate relationships with Service Users, their families and friends, colleagues and other professionals.

Lead teams of Care Officers with a clear focus on supporting learning through use of identified learning targets and/or the development of independent living skills.

2. Principal Accountabilities

2.1 To carry out general line management responsibilities required to run a shift safely and efficiently.

2.2 To plan (when delegated by Registered Clinical Manager) and maintain staff rotas within agreed headcount budgets and maximise the utilisation of Centre staff including bank workers.

2.3 Complete absence notification procedures (including timekeeping) and implement the Attendance Management Guidelines timely and consistently.

2.4 To identify and agree staffing requirements in conjunction with the Registered Clinical Manager and actively participate in the recruitment and induction process.

2.5 Liaise with the Registered Clinical Manager to ensure that timesheets or any other system for time and attendance recording are completed accurately and submitted to payroll in good time for payroll cut-off.

2.6 To identify the training needs of the staff team and ensure that training is scheduled in accordance with the Annual Training Planner, undertaken when planned and that new skills/knowledge are shared and implemented in the operation of the house. Carry out Care Officer Supervisions and Annual appraisals.

2.7 To assess and develop Care Officer skills on the job, including unit induction programmes and progress of team members towards NVQ/relevant qualification.

2.8 To ensure that unit budgets are adhered to when requesting staffing or purchasing.

2.9 Take the lead for the Unit on assigned projects and within agreed specialist areas e.g. Clinical Effectiveness, Health & Safety, Staff Development etc.

2.10 To ensure effective, two-way communication within the shift team, the wider unit team and the Centre. e.g. deliver the Team Brief and other Centre communications and seek and provide feedback from staff.

2.11 To have thorough operating knowledge of legislative and regulatory requirements and ensure that standards are met and maintained.

2.12 To ensure that the unit fixtures and fittings are maintained in a safe and comfortable condition. Report faults and follow-up on agreed actions.

2.13 To ensure Service Users attend planned activities on time and appropriately prepared i.e. Day Services, employment, clinical appointments or other activities.

2.14 To support and encourage Service Users to fulfil their potential by assisting them to create and maintain a fulfilling lifestyle, in accordance with their wishes and to encourage them to become active and valued members of their community.

2.15 To supervise all aspects of Service Users' daily living pattern i.e. meal preparation and maintenance of proper standards of domestic and personal hygiene. To encourage independence and choice, support learning and development by recognising potential, building self esteem and maximising individual capacity for independence.

2.16 To assist Service Users to take part in a range of integrated social and leisure activities of their choice and to supervise and contribute to their overall welfare. To contribute to the prevention and management of challenging behaviours in a non-confrontational, non-judgemental manner, using a consistent approach and following behavioural management guidelines where appropriate.

2.17 To undertake the role of ‘named nurse' for certain Service Users' care, ensuring that individual care plans are identified, implemented, recorded and reviewed in accordance with legal standards and Centre policies.

2.18 To be an active member of a multi-disciplinary team, and to liaise closely with other staff and agencies as appropriate. Responsible for reporting changes in Service Users' welfare to the appropriate personnel, and contribute to discussions in reviews of Service Users.

2.19 To develop an awareness of all issues around handling, recording and reporting complaints in accordance with Centre policies. Follow up on agreed actions and provide feedback as appropriate.

2.20 To administer and supervise medication programmes, in accordance with the Centre's policies and procedures and to be competent in caring for clients during and following a seizure.

2.21 To keep accurate, legible, complete and up-to-date records relating to individual programmes of care and education.

2.22 To work within codes of confidentiality, and maintain a professional relationship with Service Users and their families/guardians.

2.23 To ensure that the Clinical Service Manager is aware of any operational needs, requirements or other significant events or activities at all times.

2.24 To gain an understanding of epilepsy and other neurological problems and an acceptance of their effects on an individual.

2.25 To promote and support awareness of diversity in all aspects of the David Lewis Centre for employees and service users. To ensure that bullying, harassment and intimidation are not tolerated.

2.26 To be aware of issues relating to POVA and safeguarding of children and to report any untoward incidents immediately to the appropriate person.

2.27 To develop an awareness of all issues around the protection of Service Users and to report all concerns in accordance with centre policies. 2.28 To ensure that all health and safety responsibilities are discharged to protect the health and safety of self, employees and comply with best practice and legal requirements.

2.29 To conduct effective shift handovers and ensure that the Registered Clinical Manager is aware of activities, actions and any potential issues relating to or arising on a shift.

2.30 To assist with any other Ad Hoc duties required as and when the business may require them.

4. Performance Measures

Quality of relationships with Service Users, families, staff and other professionals, measured by feedback and observation. Line Manager satisfaction with quality of work produced, competence level, all measured by feedback, Performance appraisals and ongoing performance management. Development of professional skills measured by enhanced competence and attainment of qualifications. Compliance with Care Quality Commission and Reg 26 requirements. Centre KPIs e.g. completion of appraisals, attendance figures, attendance at training, complaints. Personally accountable for professional and ethical actions in accordance with NMC and Commission for Social Care Inspection (CSCI). Assist Registered Clinical Manager in measuring quality of service provided on Frederick Harwood through the implementation of appropriate audit tools.

6. Knowledge, Skills and Experience

Registered Nurse (essential). Possession of a management or supervisory qualification or willingness to work towards. Two years' experience of working in a similar environment (essential). Knowledge of appropriate legislation. Knowledge of the conditions of epilepsy, autism, learning disability or other neurological condition as relevant.
